FOR IMMEDIATE RELEASE, September 24, 2018 (Cincinnati, OH): On September 18th, the Senate voted 93-7 to pass H.R. 6157: Department of Defense and Labor, Health and Human Services, and Education Appropriations Act, 2019. This bill contains none of the pro-life riders originally in the House version. The House of Representatives is allowed no amendments at this point, and will have a simple up or down vote on the bill this week. As written, this bill continues to fund both Planned Parenthood and government research that utilizes aborted fetal tissue. If passed, it will continue this funding until September 30, 2019.
“If this bill passes, it will continue government funding of abortion for another year,” says Meg Wittman, Executive Director of Cincinnati Right to Life. “Planned Parenthood receives over $500 million of taxpayer money annually, primarily funneled through Medicaid. That is too many lives lost, too many babies that will be murdered. How long can we allow this to continue?”
The original Labor, Health and Human Services version of this bill from the House of Representatives included strong pro-life riders like the Conscience Protection Act, defunding of Planned Parenthood, the total elimination of Title X family planning grants, and the prohibition of federal funding for research using aborted fetal tissue.
When the bill went to the Senate, they stripped out these pro-life riders. Kentucky Senator Rand Paul introduced an amendment that would forbid money for the Departments of Defense and Labor, Health and Human Services from directly or indirectly going to any entity that performs or finances most abortions. On August 23rd, the Senate voted 45-48 on this amendment, falling short of 60 votes needed to overcome a filibuster. After the amendment failed, the bill containing no new pro-life reforms and combining the Departments of Defense and Labor, Health and Human Services into one appropriations package, passed the Senate by a vote of 85 to 7.
Because of the discrepancies between the House and Senate bills, the appropriations package went to conference negotiations. During that time, Congresswoman Vicky Hartzler from Missouri’s Fourth Congressional District authored a letter to House and Senate leadership encouraging them to keep the House pro-life riders. This letter was signed by 47 other members of Congress. However, the conference committee kept the Senate’s version of this bill and passed it on September 18th.
Congressman Warren Davidson of Ohio’s 8th District said, “This appropriations bill ignored the will of many Americans by failing to include important pro-life provisions such as the Conscience Protection Act and language to defund Planned Parenthood. It has passed the Senate, and now awaits a vote in the House this week.”
The House of Representatives will be forced to vote a simple up or down vote on the bill this week. If passed, the bill will go to the President’s desk to be signed into law. If it is not passed, Congressional leadership fears a government shutdown before the midterm elections.
